The gap between a low excavation bid and a high one is almost never the hourly rate. It is scope. Here is what the cheaper quote is probably not including — and how to find out before you sign.
You put out two excavation bids. One comes back at $8,000. The other comes back at $14,000. The instinct is to assume the expensive contractor is overcharging. But before you write that check, it is worth understanding why excavation quotes vary — because the gap between them is almost never the hourly rate. It is almost always scope.
The cheaper number is usually not lying. It is simply quoting a different job. The problem is that both contractors are looking at the same hole, and you will not discover the scope difference until the cheaper contractor hits something they did not include and starts issuing change orders. By then, the total cost often exceeds the higher bid — plus you have lost schedule. The foundation of every excavation job is the assumption about what the native material looks like. A quote that assumes the ground is solid and competent at the design elevation will be cheaper than one that accounts for the possibility — common in the Tualatin Valley — that the material at that depth is soft, saturated silty clay with inadequate bearing capacity.

An estimate that says "haul-off included" without specifying how many loads or where the material is going is not a complete picture.

Depending on the size of the project and proximity to any drainage feature, erosion control measures may be required by the county or Clean Water Services. Even when not legally required, they protect the work from being undone by a heavy rain event before the job is complete.
Erosion control materials — silt fence, erosion blankets, inlet protection, stabilized construction entrance — are a real cost that some quotes fold in and others omit entirely. Professional erosion control is not just about compliance; it protects the graded surface you paid to create.
Two items create unbudgeted costs on excavation jobs more reliably than anything else: hitting rock and hitting an unmarked private utility line. Ask how many loads of material they estimate for haul-off, where it goes, and what happens if it is mixed. Ask what soil conditions the quote assumes and whether over-excavation is included as a contingency. Ask whether compaction in lifts is included and whether testing is required. Ask about rock contingency, private utility risk, equipment access, and restoration of disturbed lawn or hardscape. A contractor who can answer these clearly is showing you what the quote actually covers.
A fixed-price quote commits the contractor to a number regardless of how long it takes — assuming the site conditions match what was assumed. A time-and-materials quote bills actual hours and costs, with the owner absorbing variability. Fixed-price quotes give you budget certainty but may include a risk premium. Time-and-materials quotes can be lower if things go smoothly but expose you to overruns if conditions are worse than expected. Understanding which type of contract you have is as important as the number on it.
